Stage 2: Develop
Overview of Stage 2
‘Develop’ is stage 2 of the Evidence-Based Needs (EBN) Process. It is focused on engaging with stakeholders to understand their current level of satisfaction (with existing solutions to address the need) and the perceived level of importance to address the Need from their perspective. This approach aims to reduce self-reference and self-bias in the prioritisation of Need Statements.

The three steps of Stage 2 Develop is outlined below.
1. View Need Statements
The starting point for stage 2 of the EBN Process is a review of the Need Statements that have progressed to this stage. Where required, this provides the opportunity to edit your Need Statements, refine your Confidence Score and add Evidence. Once you’re happy that your Need Statements are ready to be reviewed by your selected stakeholders, you can start preparing your surveys.
2. Prepare Stakeholder Surveys
Surveys can easily be created for either internal or external stakeholders. Information on the stakeholders is input into the form and the Need Statements that they are required to review are selected.
Once completed, the link to the survey is sent to the selected stakeholder(s) by the user via email.
Analysis outputs in terms of groupings of underserved or overserved Need Statements, also the related stakeholder and user types.
3. Review and Assess Need Statements
In this step we can review the Need Statements in relation to their Satisfaction, Importance and overall Opportunity Score gathered through the stakeholder surveys, as well as their EBN Score.

This provides data to help the user(s) make informed decisions on which Need Statements to progress to Stage 3 as part of the EBN Process.
